On Monday, July 1, 2024, the City Council approved a policy allowing for some Board of Light and Power (BLP) customers to opt-out of having a radio transmitting electric meter on the outside of their homes.
To participate, customers shall have zero instances of unauthorized use, theft, fraud, and/or threats of violence toward BLP employees.
This is a one-time upfront $95.00 charge per meter to cover the cost of new non transmitting meter purchase, meter installation and billing record changes.
There will be a $15.00 monthly charge per meter for manual meter reading and data management.

FERC License
The Federal Energy Regulatory Commission (FERC) license for the Portland Municipal Dam requires the City to build and maintain a 2-foot wood flashboard wall on top of the concrete section of the dam.
Each year the City conducts flashboard wall reconstruction or repair depending on damage caused by ice and tree movement during high water conditions. We cannot safely build the flashboards until flows drop to low levels.
2024 Update
The materials for the flashboard system reconstruction were delivered in early June. As soon as flows achieve safe levels for work, we will commence repair and construction activities. Four days of dry weather are needed to complete the construction work. We plan each year to safely complete flashboard work as early as possible so residents can enjoy their river activities.

Rates
Michigan Energy Assistance Program (MEAP)
- The Michigan Energy Assistance Program (MEAP) is a state initiative designed to help low-income households in Michigan maintain safe and affordable access to electricity and heating services.
- The program is administered by the Michigan Department of Health and Human Services (MDHHS) and is funded in part through a small surcharge on utility bills, including those from municipal utilities like the City of Portland – Board of Light and Power (PBLP).
- As a Michigan electric utility, PBLP is required by state law to either participate in MEAP or administer a comparable, legally compliant energy assistance program within the city.
- To meet this requirement, customers will see a $1.25 monthly surcharge added to their electric bills.
- This surcharge directly supports the MEAP program, helping eligible residents maintain essential utility services, particularly during times of financial hardship or extreme weather.
